Behavioral Risk Assessment & Associated Case Studies

Glen Moore and Josh Cromwell


An exploratory presentation on behavioral risk assessment.  The presentation includes an overview of what a behavioral risk assessment team is, who should be on the team, how it functions to prevent or mitigate an individual’s risk for violence and the forms utilized as part of the assessment. In order to gain perspective and lessons learned, this presentation will also include case studies detailing events which were not prevented as well as averted acts.


Glen Moore is an Education Safety Coordinator for the Missouri School Boards’ Association’s Center for Education Safety and teaches behavioral risk assessment.  Glen has a master’s degree in social work and has been in law enforcement for over 20 years.  He has worked in Southern California, Central California, and South-Central Missouri.  His assignments have included gang enforcement, over 15 years of SWAT, and teaching various topics to numerous agencies.  For the past 12 years, he has served as a school resource officer for the Willow Springs School District.  He is currently the district’s safety coordinator.

Josh Crowell currently is the Assistant Superintendent of Support Services for Cape Girardeau Public Schools.  One of Josh's main responsibilities is that of safety and security over a district that has approximately 4,300 students K-12, 200 PK Students, over 400 adult students and employs 750 staff members.  Josh is a member of numerous committees and organizations that work to ensure the safety of Missouri students and staff as well as working with other organizations across the country for the same outcomes.  Josh is one of CES's lead instructors on Behavioral Risk Assessments.  Josh has presented locally, regionally as well as nationally at various conferences and symposiums on the topics of school safety.

FOR THE GIVER: Rest, Release, Restore; a yoga and mindfulness retreat for School SocialWorkers 

Our day will be a day of integrated shared experiences in the five multi-dimensional layers of the self: body, breath, mind, consciousness, and soul. 

Drawing on embodied practices, this one day retreat with THE COLLECTIVE STL is an invitation to come together as a school social worker community to REST, through the practice of restorative yoga and mediation; RELEASE, through mindful journaling and mindful activities and finally; RESTORE through the creation of a personal, researched-based and CASEL aligned social-emotional learning self care plan for the year 2023. 

Dr. Terry Harris is one of the St. Louis regions most innovative educators working to build equity and well-being among students and the African American community. The Executive Director of Student Services in the Rockwood School District, Dr. Harris’ work is grounded in the guiding question, “And how are the children?” His goal is to one day be able to answer this traditional Masai greeting with a resounding, “The Children are well.” 

Dr. Harris focuses on well-being. As an educator, he works to ensure student voice is encouraged and amplified. Harris works to link student voice to student action so youth are aware they have the power to change the world they live in for the better. 

Dr. Harris also works on issues that affect the well-being of African American adults, because children cannot be well if the adults around them are not well. To help address health disparities, Dr. Harris co founded The Collective STL, a nonprofit dedicated to bringing free yoga and wellness programs to African American communities in St. Louis. He has also created child-centered spaces for yoga through a Yoga for the Youth program. 

Dr. Harris has been honored as Outstanding Educator of the Year by the St. Louis Association of Secondary Principals. He established the St. Louis Restorative Practices Academy for Educators and is an EdHub STL Fellow for Education “Intraprenuership.” A graduate of Lafayette High School, Dr. Harris holds degrees from Missouri State, Lindenwood and Maryville University where he earned a Doctorate of Education in Educational Administration.
